EU steel safeguard: quota cut 47% and 50% out-of-quota duty from 1 July 2026

From 1 July 2026 the EU steel safeguard cuts the annual duty-free import quota to 18.3 million tonnes, 47% below 2024 levels, and raises the out-of-quota duty from 25% to 50%. Quotas are managed quarterly. A new melt-and-pour origin rule applies from 1 October 2026, requiring verifiable evidence of the country where the material was first produced in liquid form.

Higher steel costs in Europe can push up the price of steel-based products imported into or competing in that region.
